Question about a form of patching rust?

Ok, in the recovery of a 86 Camaro. Goals from the carpet and there are a ridiculous amount of rust on the passenger side of the car at the footrest. Somehow got some bruises and bumps. This is a low-budget restoration, no big machines or warehouses. Just metal, some hammers, a metal cutter and a welder. Q: What is to be the easiest (and cheapest) way underbody a form of, say, about 1 'x 1 'area, I can then replicate by bending a piece of metal. I remember in elementary school, We used to do this thing as an arts and crafts. We would make us cut this sticky mixture, strips of paper, she puts in, and then put them on something. It would harden in a short matter of time and create a beautiful shape. We used to do as masks. Who knows what that means, how it works, or what materials I need?
